Power Moon 12 is in a nearby crate after you exit the 2D section. Jump over the Bullet Bills and break through the row of blocks on the top left. Hit the Tosatarena Ruins Entrance Checkpoint Flag walk up the path to find a Bullet Bill Launcher. From the Odyssey, walk through the town of Tostarena and make it to the ruins.
